In the United States, the National Incident Management System (NIMS) establishes national-level procedures for emergency management. It is complemented by the National Response Framework at the national policy formation process, and the Incident Command System and Multiagency Coordination System for tactical operations. NIMS doctrine is developed by the U.S. Department of Homeland Security.
