Vidkun Quisling was a Norwegian army officer, who formed a pro-Nazi party in 1933, Nasjonal Samling (NS) ("National Unity") which prepared the way for the Nazi occupation (Weser Exercise). While he announced the coup, he had little popular support, and actual Nazi control was exercised by a German, Joseph Terboven.
