Lim joined Keppel Shipyard after finishing his GCE ‘O’ Levels, and was promoted to general manager position at Keppel Offshore and Marine.

Controversy

Character and attitude

After Lim was introduced in 2020 as a new PAP candidate for 2020 General Election, several individuals accused Lim's character and attitude to be arrogant, elitist and lacks compassion. The individuals are alledgely Lim's polytechnic schoolmates, have served under him in the army, colleagues from Keppel, and neighbours. Certain individuals publicly revealed online that when Lim was in the military, he condescendingly telling platoon and section commanders that they were not allowed into the tent when they were there for an exercise briefing, constant humble brags, and driving around camp in "expensive cars."[1][2]

Brazil bribery case

Lim was accused for involved in controversial Brazilian commercial deals of Keppel Offshore and Marine (O&M), which have been subject to a corruption probe by the United States Department of Justice.

Response to the controversy

As a result of the public accusation and criticism, Lim withdrew from the 2020 general election. Lim defended himself and claimed that the accusations are “baseless”, he also released a statement through the PAP about the four different allegations on 27 June 2020, the Brazil bribery case, army incidents, Keppel incidents, and not smiling at a neighbour. Tharman Shanmugaratnam told the news media on 29 June 2020 that the PAP will look into the allegation made against Lim.[3]

12 April 2022, the PAP released a statement to the news media, The Straits Times, about it’s investigation against Lim on:

  • Involvement in controversial commercial deals of Keppel O&M in Brazil.
  • Lim’s behaviour when interacting with others.

The PAP officials responded to the accusation for involvement in controversial commercial deals and claimed that “the project Lim oversaw was not one of the projects that became controversial, as it was delivered to SBM Offshore, a company headquartered in the Netherlands”, and “Lim was not involved in negotiating commercial deals as his role was overseeing the execution of projects”. On Lim's behaviour, the PAP admitted that they had received both positive and negative feedback about his behaviour.[4][5]
