Phan Khac Suu was a South Vietnamese agricultural engineer who, at various times, was in the government of Bao Dai, Ngo Dinh Diem, and was head of state in a 1964 government dominated by Nguyen Khanh. He was loosely affiliated with the Cao Dai.
He had been Diem's first Agriculture Minister, was seated as an opposition member of the National Assembly, and later jailed by Diem.
